ЗАПИСКА ПО ВОПРОСУ О МЕРАХ К ПРЕСЕЧЕНИЮ РАСПРОСТРАНЕНИЯ НЕДОЗВОЛЕННОГО ОБУЧЕНИЯ В СЕВЕРО-ЗАПАДНОМ КРАЕ

Анотація

У публікації прослідковується як ідеологічні та політичні чинники впливали на розвиток освітньої галузі в північно-західних губерніях Російської імперії у ХІХ столітті. Значна увага приділена аналізу законодавчих документів, що регулювали діяльність навчальних закладів, та визначено їх вплив на розвиток приватної та державної ланок освіти. З’ясовано, що до приватних закладів висувалися більш жорсткі вимоги, що було зумовлено прагненням держави контролювати їх діяльність. Окрема увага приділена питанню викладання польської мови в закладах різного типу та участі осіб польського походження у відкритті приватних навчальних закладів.

The publication highlights how ideological and political factors have influenced the development of education in the north-western provinces of the Russian Empire in the 19th century. Much attention is paid to the analysis of legislative documents that regulate the activity of educational institutions. Their influence on the development of private and public education units is determined. It was found that more stringent requirements were imposed on private institutions, which was driven by the state’s desire to control their activities. Government policy is aimed at expanding public institutions and limiting the number of private institutions, including women’s. They could only be opened with the permission of the Minister of Education. From the perspective of the state, this approach was designed not to be negatively applied to the younger generations.

Particular attention is paid to the issue of teaching the Polish language in institutions of various types and the participation of people of Polish origin in the opening of private educational institutions.

The work is noteworthy because it is written by a participant of contemporary events. He describes the real state of affairs in the educational field through the prism of his own perception. Relying on his own observations and analysis of the legislative documents, the author not only made a brief historical description of the formation of the education system in the north-western part of the Russian Empire, but also outlined the government’s task of influencing political events in the proliferation of educational institutions.

The author also reveals the mutual influence of education and political events, the formation of youth consciousness, and pursues the state policy of implanting Russian culture in the region.

The publication provides a more holistic view of the processes that took place in the education system at that time and what impact they had on private school education.
